The Speaker is appointed in terms of section 102 of the Constitution of the Kingdom of Swaziland Act No.001 of 2005. The Speaker is elected when the House of Assembly first meets after a general election and before the House proceeds to dispatch any other business. The Speaker is elected by Members of the House of Assembly, in accordance with the Standing Orders (rules of practice and procedure), from within the members of the House or from outside. A person elected as the Speaker has to have parliamentary experience.
The Speaker is responsible for maintaining order in the House of Assembly and to properly guide Members in their business in terms of Standing Orders. The House of Assembly elects members of the Assembly Sessional Committee which is the business committee. The Assembly Sessional Committee subsequently appoints all other committees.
The Speaker, on rotational basis with the Senate President, is the chairperson of the Parliamentary Service Board. The Parliamentary Service Board administers the parliamentary service and is responsible for the proper and effective administration of Parliament.
The functions of the Speaker are performed by the Deputy Speaker whenever the Speaker is absent or is for any reason unable to perform the functions of the Office. The Speaker may also authorize the Deputy Speaker to perform the functions of the Speaker.
