Appointment Of The President

The President is appointed in terms of section 100 of the Constitution of the Kingdom of Swaziland Act No.001 of 2005. The President is elected when Senate first meets after a general election and before Senate proceeds to despatch any other business. The President is elected by Senators, in accordance with the Standing Orders (rules of practice and procedure), from within the Senate members or from outside. A person elected as the President has to have parliamentary experience.

Mandate

The President is responsible for maintaining order in Senate and to properly guide Senators in their business in terms of Standing Orders. The President appoints and is chairperson of a Senate Sessional Committee which is the business committee of Senate. The Senate Sessional Committee subsequently appoints all other Senate committees.

The President is also the chairperson, on rotational basis with the Speaker of the House of Assembly, of the Parliamentary Service Board. The Parliamentary Service Board administers the parliamentary service and is responsible for the proper and effective administration of Parliament.

Deputy President

The functions of the President are performed by the Deputy President whenever the President is absent or is for any reason unable to perform the functions of the Office. The President may also authorize the Deputy President to perform the functions of the President.
